LMCCC The Lower Manhattan Construction Command Center (LMCCC), established by executive orders issued by New York Governor George E. Pataki and New York City Mayor Michael R. Bloomberg in November 2004. The orders were re-issued under Governor Eliot Spitzer on January 2, 2007. The LMCCC is charged with coordination and general oversight of all Lower Manhattan construction projects worth more than $25 million south of Canal Street.
 
The LMCCC's mission, set forth by the executive orders, is to facilitate construction activities, mitigate their impacts on the community, and communicate with the public about the effects of the work taking place. In upholding this mission, the LMCCC will bring together private developers, public agencies, utilities, businele stakeholders.

The Command Center's mission is to facilitate construction activities, mitigate their impacts on the community and communicate with the public about the work and its impact. Its team works with project sponsors to help streamline design and construction schedules, negotiate priorities, coordinate logistics and plan the movement of construction workers, materials and equipment to the area.
LMCCC Individual programs within the Command Center focus on meeting key goals to maintain and improve the quality of life downtown throughout the rebuilding process. The programs include; City Operations, Communications, Community Relations, Construction Coordination and Mitigation, Environmental Compliance, Fraud Prevention, Opportunity Downtown, Website and Marketing oversees the strategic direction and brand identity of the LowerManhattan.info website and related LMCCC efforts.
Through these extensive programs the LMCCC will ensure that projects move forward expeditiously and with the utmost integrity while minimizing the impact of the rebuilding and revitalization on residents, businesses, workers, commuters, and pedestrians. By means of communicating our central focus on issues critical to both the local community and the construction industry, we will effectively facilitate and mitigate construction activities. The LMCCC is committed to adhering to an ambitious timeline that will preserve and improve the quality of life downtown.
